What Are The Different Types Of Electronic Monitoring

The two types of monitoring used are radio frequency and global positioning system .

Three Types Of Electronic Monitoring Devices

GPS tracking, radio frequency monitoring, and secure remote alcohol monitoring are some of the three types of electronic monitoring devices. Satellites can be used to track a person through GPS tracking devices. A persons location can be tracked using radio waves. Monitoring devices that use secure remote wireless networks transmit a persons alcohol content to a station where it is recorded. The use of breathalyzer monitoring devices is used to determine the alcohol content of those who test positive for alcohol.

Scram Remote Breath Tester

A remote handheld device takes a photograph of the person as they blow into the machine, and uses facial recognition software to make sure the person taking the test is the person under supervision.

The remote breath tester also contains GPS technology which will record the GPS coordinates of the machine each time it conducts a test. If the offender misses a scheduled test, the machine records the GPS location at the time of the missed test.

Daehaun White 19 Years Old

White, being a careless teen, drove a stolen chevy which according to him was lent by his friend. He had no previous convictions. He wasnt aware that the car was stolen. All he knew was he was driving his friends around.

He was charged with tampering a motor vehicle, driving a car without the owners consent. He was sent to St. Louis Medium Security Institution, a city jail known as the Workhouse.

White was held overnight there where he assumed they would release him the next morning. However, there was a $1,500 bond that he nor his family couldnt afford.

Erika Wurst, his public defender, was able to persuade the judge to lower the bond to $500 cash. Since his family still couldnt afford it, The Bail Project, a nonprofit fund, paid it for him.

Heres what he had to say after the bond was paid:

Once they said I was getting released, I was so excited I stopped listening,

However, when he was released after a month, a letter from his criminal defense attorney was handed to him by the prison guard.

He thought he was going to walk free until he realized there was a catch. The judge had ordered him to wear an ankle monitor that would track his location at every moment using GPS monitoring.

Of course, this device doesnt come cheap. Eastern Missouri Alternative Sentencing or EMASS, a private company that handles these electronic devices, charges $10 per day for the ankle monitor to work.

Severity Of Alcohol Use/dependence Status

Can An Ankle Monitor Detect Alcohol - (1)

Heavy drinkers and alcohol dependent participants have commonly been included in research investigating transdermal sensors , but their alcohol use history has rarely been investigated as a predictor of detection of alcohol use using a sensor. In one of the only studies to consider alcohol dependence status, Sakai and colleagues collected BrAC, self-report, and transdermal sensor data on 10 dependent and 10 nondependent drinkers and found that using the sensor data they were able to discriminate between the two types of drinkers. There is evidence that ones history of alcohol use influences his/her metabolism of alcohol, whereby elimination of alcohol is faster among those with higher alcohol use . Further, there is an association between the metabolism of alcohol and risk of alcohol disorders . Given the associations between heavy alcohol use, alcohol disorders, and metabolism of alcohol, it is relevant to investigate whether severity of alcohol use is a predictor of the detection of alcohol use using transdermal alcohol detection methods.

What Is The Scram

An alcohol testing option thats increasingly becoming more common is the use of a SCRAM. The SCRAM ankle bracelet is a device used by judges and probation officers to determine if an individual has been drinking alcohol. The SCRAM is permanently affixed to a persons lower leg, above their ankle, like a traditional tether. Its designed to detect alcohol consumption on a continuous basis, 24 hours a day.

SCRAM is an acronym that stands for Secure Continuous Remote Alcohol Monitor. The device looks like a tether, secured against the skin and regularly takes a sample of a persons sweat usually every thirty minutes. More accurately, the SCRAM measures the gas alcohol concentration over the skin. The device then analyzes it for alcohol. If the device detects alcohol, it will take readings more often.

The SCRAM will take the alcohol readings and, using a formula and programming created by its manufacturer, reports the alcohol content in terms of a TAC transdermal alcohol content .

When Do Dui Courts Require Scram Bracelets And How Do They Work

SCRAM devices are ankle bracelets that detect and report alcohol consumption of the wearer. These braceletssometimes called CAM devicesare frequently ordered by courts in cases where the defendant was arrested for driving under the influence or some other alcohol-related offense.

This article discusses circumstances where a court might order a defendant to wear a SCRAM device and how a SCRAM detects alcohol consumption.

How Scram Cam Tests Alcohol Through The Skin

When someone drinks alcohol, much of it is absorbed and metabolized in the body, but about 4% of it is excreted through the lungs and kidneys, and 1% through the skin in the form of insensible perspiration. SCRAM CAM tests that insensible perspiration using an electrochemical fuel cell by sampling the wearers sweat every 30 minutes.

In What Kinds Of Cases Can A Scram Device Be Used

In addition to adult DUI sentencing and probation, SCRAM is often used:

  • As a condition of the bond during pretrial supervision
  • As part of a specialty court program, such as:
  • As a condition of early parole in California
  • To support offender re-entry programs
  • As part of a sentence or probation condition for domestic violence offenders and
  • To help offenders convicted of violating Californias underage drunk driving laws.

How Much Does A Person Have To Drink To Register A Positive Test Result On Scram Cam

The SCRAM CAM Bracelet detects low-level alcohol consumption and uses the same technology found in Breathalyzers. Because of this, the blood alcohol level that would give a positive result on a Breathalyzer would give a positive result on the SCRAM Bracelet. The minimum blood alcohol concentration needed is 0.02.

For a man weighing 180-pounds, this BAC level is achieved in 2 or fewer drinks in an hour or when consumed on an empty stomach. If an offender registers a BAC level lower than 0.02 on the SCRAM Bracelet, the probation officer or court may decide to address this with the offender.

What Are The Benefits Of Continuous Alcohol Monitoring

There are several instances where an alcohol sobriety tag might be useful either to support a persons treatment or enhance supervision during legal proceedings.

    Examples include:

    • Where an individual is struggling with alcohol addiction issues and wants to monitor their consumption as part of their treatment
    • In family courts, where continuous alcohol monitoring is required as a condition of custody or visitation. An ankle tag, such as SCRAM CAM® offered by AlphaBiolabs, can help enforce a parents sobriety, or assess the level of a parent or guardians alcohol problem
    • In drug courts, where offenders are at risk of turning to alcohol while being regularly tested for drugs
    • For domestic violence offenders, where alcohol is a contributing factor to offending. Figures show that alcohol plays a part in around 39 per cent of all violent crime in the UK

An ankle tag like SCRAM CAM® allows for continuous monitoring of a users alcohol consumption. Because the ankle tag is worn full-time for a set period, it is possible to detect when the wearer has consumed alcohol at a time when they should be abstaining.

Other benefits of choosing a SCRAM CAM® ankle tag include:

Offenders Struggle To Stay Compliant With Alcohol

Regardless of how people attempt to trick the system, Alcohol Monitoring Systems’ Brown said it just shows how challenging it is to overcome alcohol problems.

“The bottom line, I think, is that it illustrates how difficult it is to be on SCRAM,” she said. “If you’re going to the trouble of putting raw chicken skin on your skin, you have a problem.”

“There are millions of people who are dealing with a lot of these issues and it’s really pretty serious stuff,” she said.

    Different Types Of Scram Monitors

The device that tests alcohol consumption through the skin is called SCRAM CAM . The device is strapped around the offender’s ankle and sends test results to the base unit located in the offender’s home.

Originally, the base unit communicated the test results to the supervising agency through the offender’s telephone landline. Now the base unit can use cell phone or Internet connections.

If the offender is sentenced to home confinement or is given a curfew, the SCRAM CAM can also monitor for compliance. The device eliminates the offender’s ability to miss a test or drink around testing schedules.

Can An Ankle Monitor Track You

An ankle monitor is a device that is typically worn around an offenders ankle. It is used to monitor the offenders whereabouts and to ensure that they comply with the terms of their release. The monitor will emit a signal that is monitored by a base station, which is typically located in the offenders home. If the offender moves outside of the range of the base station, an alarm will sound.

45% of adults in ICEs primary alternative to detention program wear ankle monitors. The Global Positioning System is a type of satellite-based positioning system. They usually monitor only a person and their surroundings. Furthermore, an individual may be able to continue working, receive medical care, and visit the supermarket. The GPS monitoring device can be embedded around the leg to monitor its location, but it will not restrict movement. The majority of monitors batteries can be charged on a daily basis. Many monitors are made specifically for people who have committed a drinking offense.

The monitor data can be forwarded to a state-controlled database. Ankle bracelets are waterproof for a limited period of time due to their limited contact with water. It is best not to bathe or submerge the monitor for an extended period of time. Some monitors can vibrate in order to alert a user that they are needed to leave an area. There is no risk of electrocution for the wearer.

    What Triggers An Ankle Monitor

In many low-level cases, an ankle monitor can provide offenders with a more normal lifestyle without putting them in danger. Driving under the influence, illegal immigration, or other non-violent offenses all have the potential to result in a court-ordered house arrest.

    Do Ankle Monitors Have Curfew

RF monitoring is primarily curfew monitoring. With RF, a participant wears an ankle bracelet and places a home monitoring unit in his or her home. Within a range of 50 to 150 feet, the unit can be set to detect a bracelet. When a bracelet comes in range of the unit, the unit sends a notice to the participant that it has been detected.

This is done to prevent the device from being used to monitor a persons movements in a public place, such as a restaurant or a shopping mall. In addition, it is important to note that RF devices are not designed to be used in public places. They are designed for use in private homes and businesses. For example, if you are in your home, you would not want to place a RF device in front of your television set or your refrigerator.

Could Lindsay Lohan Bluff Her Breathalyzer Ankle Bracelet

Reports say Lohan has attempted to fool her alcohol-monitoring anklet.

May 27, 2010& #151 — Starlet Lindsay Lohan isn’t exactly what you’d call the rules-following type. So it’s little surprise that just days after a judge ordered her to wear an alcohol-monitoring anklet, reports say she’s already attempted to beat the bracelet.

According to a source quoted by Us Weekly magazine, the actress, who previously wore the bracelet in 2007, tried using a paper clip to jam the signal and perfume to confuse the sensor.

The magazine said Lohan denied attempting both tactics. But is it possible that she could find a way to bypass the bracelet’s sensors?

“Nothing is foolproof,” said Kathleen Brown, spokeswoman for the Denver-based Alcohol Monitoring Systems Inc., which makes the SCRAM ankle bracelet. “Men even escape from Alcatraz.”

But she said that of the 135,000 people who have worn the bracelet since 2004, she’s never heard of someone effectively tampering with the device and evading detection.

Brown said that fiddling with the bracelet would be a violation of the agreement someone signs when the SCRAM is attached to their ankle.

“It’s just like tampering with a urine sample ,” she said. “It’s the same philosophy with the court.”

Similar to a Breathalyzer, the bracelet detects alcohol, but instead of checking a person’s breath, it takes samples from perspiration on the skin.

    Who Gets A Scram Bracelet

In a growing number of states, judges may order or allow use of a SCRAM bracelet as a condition of parole, probation, or early release of those convicted of driving under the influence. Most often, judges order SCRAM bracelets for repeat DUI offenders. For a long time, judges have ordered certain DUI offenders not to drink any alcohol, particularly those who have shown a severe problem with alcohol. Sometimes, a SCRAM bracelet is merely an option for the offender instead of in-person testing.

SCRAM bracelets and any other technology for continuous monitoring of alcohol levels allow for easier enforcement of orders not to drink. They also don’t require the frequent in-person alcohol tests which can be burdensome for everyone involved.

Offenders Who Might Be Required To Wear A Scram Bracelet

Can An Ankle Monitor Detect Alcohol - (3)

Some of the more common circumstances where an offender might be required to use a SCRAM bracelet include:

    • DUI cases. The most common usage of SCRAM bracelets is in DUI cases. Although SCRAM bracelets aren’t generally mandated by any statute, a judge might opt to order the use of a SCRAM device as an alternative to imposing jail time.
    • Conditions of probation. In most DUI cases, the offender will be on probation for a period of time after serving any mandatory jail time. During this period, the offender must abide by the conditions of his or her probation. DUI probation conditions often include things like the requirement to obey all laws, completion of substance abuse treatment, and refraining from drug and alcohol use. To ensure compliance with a sobriety requirement of probation, the court might order the offender to submit to random testing or to wear a SCRAM bracelet. However, due to the high costs, judges typically order SCRAM bracelets only in cases involving more serious offenses or where the offender has a long history of substance abuse issues.
    • Alternative sentencing programs. Many jurisdictions have alternative sentencing programs for those facing DUI charges. With these programs, the driver agrees to abide by certain rules and complete program requirements, which usually include substance abuse treatment. In some circumstances, SCRAM monitoring might be one of the conditions for participants in these types of programs.
